Its high time + that 从句谓语动词有两种形式
动词的过去式(be用were)；或者用shoud + 动词原形（should不能省略)；
句型是虚拟语气句型，意思“现在某人该做某事了”。
It is high time that they were off.
是他们该走的时候了。
It is high time that we should make a decision.
我们的.确该做个决定了。
It is high time that we went to school.
